The current electricity supplier for WinPower is Dynegy. Below you will find details on the Town’s contract with the electricity supplier and a description of the electricity options offered, as well as a comparison to Eversource Basic Service.
The costs for all WinPower products are fixed for about 3 years, from January 2020 through end of December 2022. Winchester will use another competitive bidding process to secure a new supply contract once this time period has concluded.
All WinPower options include minimum percentages of renewable energy required by the State. Two of the options have extra renewable energy included, classified as MA Class I.

The price of each WinPower product is the same for all customer types: Residential, Commercial and Industrial.
Option pricing and details
Renewable Energy: 10% MA Class I renewable energy included, in addition to the state minimum standards.
Renewable Energy: 100% MA Class I renewable energy included, in addition to the state minimum standards.
**Tax Credit** The value of the extra 100% MA Class I renewable energy qualifies as a deduction on federal income taxes. Those enrolled in this option will receive a tax contribution letter each January from Green Energy Consumers Alliance, the non-profit that procures the extra renewable electricity.
Renewable Energy: Meets only the state minimum standards. Read more about the clean energy standards in Massachusetts.
Please note: Prices for all options in the WinPower program include a $0.001/kWh administration fee. Program prices could increase as a result of a change in law that results in a direct, material increase in costs during the term of the electricity supply agreement. Program prices apply only to the electricity supply portion of your Eversource electric bill. Delivery charges on your Eversource electric bill are not affected by the WinPower program.
Eversource Basic Service rates
Residential: $0.11882/kWh (January – June 2021)
Commercial: $0.11173/kWh (January – June 2021)
Industrial: $0.11423/kWh (January – March 2021)
Future savings compared to Eversource Basic Service cannot be guaranteed because Eversource’s Basic Service rates change every six months for residential and commercial accounts, and every three months for industrial accounts.
Renewable Energy: No extra renewable energy
Also includes renewable energy to meet MA Class II, APS and Clean Energy Standard.
