The current electricity supplier for WinPower is Dynegy. Below you will find details on the Town’s contract with the electricity supplier and a description of the electricity options offered, as well as a comparison to Eversource Basic Service.
The costs for all WinPower products are fixed for about 3 years, from January 2020 through end of December 2022. Winchester will use another competitive bidding process to secure a new supply contract once this time period has concluded.
All WinPower options include minimum percentages of renewable energy required by the State. Two of the options have extra renewable energy included, classified as MA Class I.

The price of each WinPower product is the same for all customer types: Residential, Commercial and Industrial.
WinPower optional products
Renewable Energy: 10% MA Class I renewable electricity in addition to the state minimum standards.
Renewable Energy: 100% MA Class I renewable electricity in addition to the state minimum standards.
**Tax Credit** The value of the extra 100% MA Class I renewable energy qualifies as a deduction on federal income taxes. Those enrolled in this option will receive a tax contribution letter each January from Green Energy Consumers Alliance, the non-profit that procures the extra renewable electricity.

Please note: Prices for all options in the WinPower program include a $0.001/kWh administration fee. Program prices could increase as a result of a change in law that results in a direct, material increase in costs during the term of the electricity supply agreement. Program prices apply only to the electricity supply portion of your Eversource electric bill. Delivery charges on your Eversource electric bill are not affected by the WinPower program.

Residential: $0.11795 /kWh (January – June 2021)
Commercial: $0.11086/kWh (January – June 2021)
Industrial: $0.09427/kWh NEMA (April – May 2021)

Eversource’s fixed Basic Service rates change every six months for residential and commercial accounts and every three months industrial accounts. Future savings compared to Eversource Basic Service cannot be guaranteed because future Basic Service prices change every six months for residential and commercial customers and every three months for industrial customers.
